Rape, obviously, is a heinous crime that ordinarily shouldn't be forgiven. But, as a Muslim, one has to be careful in drawing conclusions. Just like in the case of theft whereby circumstances has to be critically assessed before you chop off a criminal's hand, it is important that we look into rape cases very carefully before jumping into conclusions. 
Rape is a Consequence NOT a Cause
As they say, there's no fire without a smoke. There's no rape without a precedence. Before a rapist strikes, a couple of things has happened. Rape involves a process... some sort of build-up precede the act itself. The numerous causes could be prevented if we live our lives in the way Islam has prescribed it. I shall highlight a couple of them in this post.
Rapists are NOT Born but Made
We need to understand the fact that every human being is a potential rapist (a woman, too, can be a rapist). Whether you end up becoming a rapist depends HEAVILY on your upbringing. If you are not a rapist, it's because you were well brought up or you were lucky to have been raised among the uprights. Rapists have been deprived of proper upbringing. Proper upbringing has NOTHING to do with your family's financial status but EVERYTHING to do with your family's moral standards.
Those that are brought up with high Islamic standards are most unlikely to fall victim or be the Rapist themselves. I can't say 100% because God has not created anything to be 100% accurate in life!
As far as Islam is concerned, the prevention of rape begins all the way from the marriage of the parents of the child. If the child is born out of wedlock, there's a problem. The problem, these days, usually include single parenting of the child. Most children that were brought up by a parent instead of two usually lack proper home training. This is the major problem with rapists.
Rapists Lack Proper Home Training
When the father and mother are out from dawn to dusk to work and building their career, their kids are left at the mercy of the house help and the Media that's full of adult contents and very little child friendly contents. Since, there's no one at home to guide what the child watches on TV, they feed heavily on adult related contents like action and trailer movies that are full of violence, crime and sexual scenes.
Some kids get to school discussing how Big Brother Africa mates make love on TV. With these kinds of exposures, you should not expect anything less than what we have today! When a kids watches how people get raped and escape punishment frequently for so long without PARENTAL GUIDANCE, you shouldn't be surprised if the child carries out the act to see things for himself!
Some male rapists have once been victims of rape too. Some boys were discovered by their house helps or a teacher of senior in school. Such guys might see no big deal in meting the same on others!
Indecent Dressing MUST Stop!
Every now and then, we see countless videos on social media in which girls twerk sexily in skimpy clothes. They feed this to the public and make every sexually active man wanting to have them. With this constant sexual torture that the male folks are subjected to, it takes a very, very high level of discipline to resist the temptation of committing Zina. Since discipline is something that's pretty scarce these days, rape cases must to rise and trend! Girls must show restraint, they must be disciplined enough to stick to dress codes that are not sexually provoking in public because you shall be addressed as you are dressed.
Please, stop trying to justify indecent dressing by claiming it's a fundamental human right. It is not. When you dress sexily you should expect sexually inclined approaches from the opposite sex. It's natural, that's the way it is! Stop sending the wrong signals!!
Separate the Boys From the Girls
Islam recommends that you separate the boys from the girls as they grow older. You should do this according to your capabilities. If you have 4 rooms in your house, the boys should be given a separate room from the girls, if yours is 3, you probably want to make the girls sleep with their mother and the boys have a room to themselves. When there are just 2 rooms, you and your wife may want to sleep in between the kids in a room or the boys sleep with you in the sitting room while the girls and their mother keep a room to themselves. I hope you get it? Keep them apart as they grow up. Boys must seek permission before entering the girls'room and vice versa.
Teach Them the Islamic Way of Life
Islamic studies which, unfortunately, has been taken for granted plays a very vital role in preventing the Crime rape. When you go to 'Islamiyyah' where you are taught how to carry yourself in public, how you behave in the society, you'll find it extremely difficult to perpetrate the evil act of rape. But, unfortunately, as stated earlier, most Muslims, today, downplay the importance of 'Islamiyyah' classes and pay attention only to schooling of their kids. Without a proper Islamic Knowledge, it's very difficult to resist the temptation of rape.
As you probably have seen from the true causes of rape, you'll see that most at times, the Rapist himself is a victim who needs a lot of help too! Rape is NOT preventable it is a consequence, you can't stop consequences from happening, what you can stop are the actions that lead to such consequences. You can't stop rape by condemning the perpetrators to death. But, you can stop rape by correcting the several anomalies in the society.
